Why wont my s8+ save the screen timeout time?

I cant change my screen timeout setting, I select 1, 2 or 5 minutes and it will not work, I already spent 30 min with tech coach and they were not able to help me all they suggested was that I would have to do a factory reset, which I did and still not changing the timeout time

We certainly want to see you be able to enjoy the right features on the phone! What are the current settings for the Smart Stay in Settings>Display and in "Always On Display" via Settings>Lock Screen and security?

so what's it doing?? stay on without shutting off or shutting off immediately??
