Cant unlock mobile hotspot prepaid

I have a Samsung note 20 on the $65 mo unlimited prepaid plan from Verizon and i have been trying to pay the extra $5 for the hotspot add on. it says success and to restart the phone to use it, unfortunately it doesn't work. i go back to my account and it says that i do not have it added on and i have been trying to activate it for days using the app and calling automated service and no luck amy thoughts ot help much appreciated.
