need to use my phone internationally. arranged in advance to be able to use it but now that i am out of the US my phone is not able to call US

NO LIVE CHAT AVAILABLE.  I AM DIALING O11 BEFORE THE 10 DIGIT PHONE NUMBER BUT CALLS ARE BEING AUTOMATICALLY DISCONNECTED.
