I have personal hotspot with my data plan. What is it and how can my PC tap into it?

It allows your phone to be the router and modem, letting other devices connect to your phone for a source of Internet, and uses your data from your data plan.

How do I access it from my PC?

You allow your PC to search for the Phone's Hotspot Name just like you would if it was looking for your usual home wireless router.  Basically, the phone would be replacing the wireless router and modem in this example.  You would have to turn the feature on within the phone and I'm sure it would ask you to name the hotspot or at least ask you to set up a password.  Then, have your PC look for the hotspot and enter the password.  Should be good to go then.  If you are trying to tether your PC to your phone using a cable, that's a different method.  The hotspot is the easiest.  Remember though, using a PC on a mobile hotspot will drain data VERY quickly.
