iPhone 4s Restore and iOS7 Update - Activation Problems

My iPhone 4S recently froze in Facebook so I restored it due to my power button being broken and being unable to restart it.  The phone updated to iOS7 which I had been putting off for awhile.  After downloading the update and fully restoring my phone, it would not activate.  It tried for an hour and then I got a message saying the phone could not be activated and to try again or contact my carrier.  I am trying another restore but have a feeling it will not work.  Help!
