iPhone 4 working in extended areas

We just purchased an iPhone 4 and it is not working in our standard coverage area it will only work in a 3G area. Does anyone know how to fix this problem. We have other iPhone 4S phones and other 3G phones that work.

What happens when you toggle them on?

Have you dialed *228-call option 1 in direct VZW coverage?
