Receiving inmate calls

Hi, I'm using an iphone X max and I have a friend in Rikers Island, NY trying to call me on my cell. But i'm told through another person he was able to reach that my phone has a block on it....i've contacted Verizon twice and from their end, they are not blocking anything. I cleared any numbers on my blocked list and do not disturb is not on. So why am i not getting these calls? By the way, he isn't calling collect either, he's paying for the call himself ....
