LTE 3G being weird says no internet connection

I have an iPhone 5 32GB and it says that is is running LTE or 3G and then my apps say no internet connection, cannot connect to the internet, app must have an internet connection. I try and connect to Wifi and it is a little bit better but it still happens... Any Suggestions? Went to apple and they replaced it and the new one is still doing the same thing?

same issue from modesto ca. We currently cant even connect to the internet on our devices over 3g or lte
