If you are referring to WiFi calling, the workaround is using the Messages+ application exclusively instead of iMessages or the regular Messaging application on the iPhone. Since Verizon Wireless now has the waiver, I don't know if the software on your iPhone is capable of making WiFi calls natively yet or not.

I use an iPhone off and on. If I remember correctly if I don't have a cellular signal but do have a wifi signal the call would automatically be routed thru my Verizon Messages app. Any incoming calls would be routed the same way if I don't have a cellular signal.
If you don't have this app installed, you may want to do so. There may be some settings in the app yu need to turn on for thos to work.
