Hi Rose. I understand your need for having the phone ring more that the standard 3 or 4 rings. this cannot be changed by you but, customer service or tech support can make this change in the system to accomidate you.

No they can not.

There is not a way to change the amount of rings.

The time before voicemail kicks in is set at 30 seconds, give or take.  If your current ringtone only gives you  "3 rings" perhaps using a song that plays continuously, or a a ringtone that has a shorter pause between the "rings" will work better for you.
