I currently have an "unlimited data plan".  If I purchase an Iphone 4s, which has hot spot capabilities, is the hot spot already included in my unlimited data plan?

No. You would have to pay $20 extra for the hotspot feature.

$30 addon if he has unlimited data on his phone. I have the plan on occasion when I travel off island.

The $30 hotspot addon is only for 4G phones with the unlimited data plan.

The pricing for hotspot on 3G smartphones with the unlimited data plan is different and limited to 2 GB.
