I just tried something and it has helped for now.

Go to your settings, general, reset and go to erase all content and settings.

Just make sure you back up to either itunes or icloud.

I just had all my apps re downloaded with some apps having updates.

I am able to turn cellular data on and use my apps for now.

The iOS 9 is a great software to have! Now let's get you the help you need. Please go to Settings>Cellular and scroll all the way down. Are the Apps you are having the issue with On (Green) under Use Cellular Data For? We would also to check if the Apps are up to date.

Same here. I have the iPhone 5S & it started right after I updated to the iOS 9.0, my cellular data stopped working-I'd turn it on and when I go back into settings, it's turned off 😕 Ive tried everything from restarting my phone, to removing my SIM card, to resetting my network settings, to logging out and back in to my wifi, & nothing.
