Cannot use data on an iPhone 8.

Long story short.  I have worked with Verizon support and have done all that they say, twice and more.

I have two iPhone 8's on my plan, unlimited data.  One of the iPhones will not connect to data.  It will connect to Wifi, use another phone hotspot but when trying to use my plans data it is lucky to get one bar (where other phones are getting a full signal).  It is not because it is out of reach of a tower as it doesn't matter where the phone is.
Factory reset, rebooting, etc, etc has been done.  So far Verizon has been useless.  Hoping with fingers crossed someone has seen this issue or has a better idea.  Thanks in advance.
