Can I have my device unlocked for use in both the U.S. and Mexico?

I bought an iPhone 4s of a friend, in hopes of using it in Mexico, then when I crossed over to Us for work, use VZW. He mentioned it was unlocked, but after I restored and reset, the splash screen said use SIM for International Roaming.

I tried inserting a SIM card from Mexico but didnt accept it, saying it doesnt fit the system or something like that. So I am assuming that it isnt unlocked. Is there a way I can get it unlocked still, maybe have my friend call VZW or what else can I do?

I was hoping to use it as per title, but cannot.
