Is there a reason the area I live in has less than 3mbs down where in some parts get 20+ mbs or am I just unlucky?

My zip code is 50158. It happens outside and also inside. If I move closer to the store location it gets way better. My current address is 1 west grant St and I live on the fourth floor. I get good connection to lte but the data downloads are usually below 3mbs during the day. Thank you for replying

Also I forgot to include that I've ran health checks on my phone, restarted it many times, and reset settings. The upload is great the download is just less than 3 almost all the time.
