Does the cloud follow the phone number?

does anyone know if the cloud follows the phone number

Follows it ... where?  If you are porting your number to another carrier, no.  Your Verizon account is cancelled and your cloud that's associated with that account is gone.

If you are switching phones, and staying with Verizon, then the cloud will be available on your new phone, with the info that's been backed up.
