Can you get an open NAT on an Xbox one with the AC791L jetpack?

The options to work around the VZW NAT are as follows:
1. Purchase a static IP for $500

2. Setup and configure a VPN connection for your Xbox to a server with a public IP

3. Terminate with VZW and migrate to a local ISP that offers public IPs

Probably by purchasing a public IP address for $500.
