I have no access to internet where I live except through Verizon Wireless. Fortunately the company I work for pays for my Verizon Wireless plan and doesn't care about my data usage. The issue I am having is that loading webpages and any sort of gaming is unbearably laggy. So I did a bit of troubleshooting and found the issue. After doing a few trace route tests, I found that the issue lies with my connection to my ISP (Verizon Wireless). As you can see below from one of the trace routes, there is no issue with the first hop (connection from my desktop to the mobile device), but the latency skyrockets with the second hop (connection from mobile device to ISP). I'm assuming, since the latency issue starts there, that there is a downstream effect that results in the high pings/timeouts in the following hops. How can I resolve this issue?

It's not an assumption, it is a straight forward observation made from the information you have provided. The trace route you posted has returned IPv6 IP addresses, because you have IPv6 enabled. Disable IPv6 and your trace should look more like this:
Tracing route to a.resolvers.level3.net [4.2.2.1] over a maximum of 30 hops:
1 <1 ms <1 ms <1 ms router.asus.com [192.168.2.1]

Why would you assume I am using IPv6? Either way, you assume wrong. It has always been IPv4. Thanks though.
