When you plug a Jetpack into a PC a data connection will be detected which will automatically shut down the wireless broadcast of most Jetpacks. To operate the Jetpack as a USB connected device you need the correct drivers which can be downloaded from Verizon's support website for various Operating Systems.
Otherwise if you want to plug your Jetpack into something over USB for charging only then you will have to attach it to a USB power only adapter such as the provided wall adapter it comes with.

Try the instructions documented here for performing an Over the Air update:
https://www.verizonwireless.com/support/knowledge-base-84600/
You would need a machine that can access the Jetpacks admin page.
