I have an AT&T iphone 6,but locked with Verizon,why? I have complained to the FCC,Ticket No. 1386317

This is not an AT&T iPhone 6. This is a warranty replacement phone from Apple for a Verizon iPhone 6. This is actually an Apple mistake and not a Verizon problem. Verizon cannot fix this, only Apple can. No matter how much you complain to Verizon or the FCC, Verizon cannot reverse this. Truly only Apple can. It can be very difficult finding someone at Apple who truly understands what is going on.
See this very recent thread, you have the exact same problem. I can tell by the US GSM/VZW N61/N56 Service Policy.
Why Won't iPhone 6 Unlock For International Use?
