I have my deceased mother's Motorola phone and am using it internationally. While it works, it is apparently still locked to Verizon, as it advises the sim is unknown, and I cannot tether with the phone. How can I get this fully unlocked?? I no longer reside in the US, nor am I a Verizon customer, but my mother was a Verizon customer for years. Thanks for any assistance!!

Thanks for your response! It is a Motorola Droid XT912. My mother purchased it in Florida about 4 years ago....It will work over here, once I click 'ok' after the 'sim is unknown' screen comes up, but there are a number of things that continue to look for Verizon, such as tethering. I would like to get this properly unlocked, if possible. Thanks for any information or help that you can give me.....

Inisfad, I know that you are anxious to use this phone to its fullest. The good news is, that as this is a 4G phone, Verizon Wireless would not have locked the phone. Is the SIM card that is currently installed, one from a provider in your local area? If so, they may require specific settings for these features.

Thank you for your response. Sadly, I have been through this discussion
with Verizon before. The phone IS locked - I am able to use it as I am
outside of the USA. However, each time I reboot the phone, it advises
that the sim is from an unknown source. I am able to just hit 'ok' and
the phone works. However, I am UNABLE to tether using this phone, as it
is looking for a Verizon signal. There are other areas of the phone
that are also unusable, as Verizon is somehow coded into the phone. I
would like to provide you with my IMEI number, and get the phone
properly unlocked. I understand from Verizon's statements on the
internet that their 4G phones are not 'locked', but in essence, this
phone is. I have my mother's phone number which will confirm that she
was a Verizon customer when the phone was purchased.
The sim card that I am using is from Vodafone, which is actually
affiliated with Verizon in some way. There are no 'specific settings'
for the sim card to be able to tether with Vodafone - the phone is
automatically looking for Verizon.
Please advise if you are able to properly unlock this phone if I provide
you with my mother's old phone number and the IMEI number.

The message comes from a Verizon setup wizard app that makes no allowance for the possibility that anyone would use a foreign SIM in a Verizon phone. Freeze or remove the app to suppress the message.Your phone is unlocked, it is just this app causing this annoyance message.

To fix this, you would need to buy the non-Verizon variant of the device, or flash the software on the phone to a more generic form to use Android's native tethering. The last of which we cannot discuss further here, and will void all device warranty and support.
Verizon phones are coded to use Verizon for Hotspot traffic, no matter what carrier's SIM is installed. The exception is the iPhone, which maintains a list of APNs and has a "Hands Off" approach to how the phone functions in terms of Hotspot.

Thanks for the reply, but I don't quite understand. You seem to be
advising that all 'unlocked' Verizon phones, which are apparently
covered by the US law dictating that these phones be unlocked, STILL
will be coded to only use Verizon for tethering? I don't believe that
this is really accurate? Even with my current carrier's APN settings,
the phone continues to search for a Verizon signal. And I don't want to
use a 'generic' Android Hotspot - I want to tether to my carrier. In
any event, it would seem that there is still some 'locked' Verizon code
in this phone - regardless of the tethering issue - in that the phone
indicates that the sim is 'unknown'. This was the standard response,
before these phones were unlocked, if you used the locked Verizon phone
outside of the US. I would like Verizon to go through the standard
unlocking procedure, using my IMEI, so that I can get the pin code to
properly unlock the phone, if possible. Thanks!

OK, I have frozen the set up service, so that, when the phone is
rebooted, it no longer says 'sim unknown'. However, it still will not
tether to my carrier - it advises 'Your phone cannot currently connect
to Verizon's server......Please try again later'. So, it appears that
there is still something running in this phone that is dictating
Verizon....This is what I want to remove. Do you have any idea what
file dictates this??? Thanks....!!!

That is a setting the settings.db file called entitlement check. It is set as 1 and should be 0.
Google "your phone cannot connect to verizon server" and look for xda entry and the last post on that site's link To another xda post which describes above.
