Why can't I unlock my international device?

Hi,

I live in Norway and has bought a US iPhone 6 on ebay. But I'm not able to activate the unit with my Norwegian SIM-card. I have found out that the activation policy description for this unit says; US GSM/VZW N61/N56 Service Policy. Is there a way to get this unit activated with a Norwegian SIM-card? Please help.

This appears to be an Apple problem with a small subset of iPhone 6 and 6 Plus that were sold in the US.  All Verizon LTE phones are sold unlocked, but one batch is assigned wrong policy from Apple's servers.

Try contacting Apple support and have the Apple tech them to case number
