why can't I turn my phone back on...display has lightening bolt with gear icon

Was having problems with my phone ... just upgraded from HTC Windows 8 to 8.1...support told me to turn my phone off, back on...it won't come on...has lightening bolt with gear icon on display

Try, press volume down and power button together.
