The Galaxy S6 appears to lack hardware for doing SVDO (Simultaneous Voice and Data on Ev-Do) when using the CDMA radio, and also lacks a secondary radio for using LTE with CDMA voice being used. For data and voice to work, the phone must have two radios. One for voice, and one for data that can speak CDMA/Ev-Do and LTE.

For Data and Voice to work at the same time you must be in an LTE area and be using the FREE "Advanced Calling 1.0" service. The same applies to any iPhone on Verizon's network as well.

You can enable the feature through the My Verizon app or by calling Verizon. Take note that if you lose LTE service whole in a call, the call will drop. When in a 3G/1XRTT area, Advanced Calling 1.0 will not be active and you will need Wi-Fi to use data while in a call.
