I have searched through the settings functions multiple times to fix this - my phone flashes everytime I get or send a message or phone call. Can't get it to stop!

Let's see what's causing the problem! When did the issue begin? Which device do you have? What is your current zip code?

Is the problem with messages repeatedly downloading or with the phone flashing when you get a message?\
Make sure you have data turned on for any mms messages and check your accessibility options in the phones settings menu for something like "camera flash for notifications."
I may be unclear as to exactly what the issue is.

You might even try to go to your application manager and scroll to ALL and tap on the messaging app. Then tap clear cache or delete data. That might kick it into gear and start the downloads.

If you have the Hangouts app. Give that a try. If you don't have Hangouts then i won't be helpful.

So if I got rid of hangouts that could be causing the problem?

NO, the suggestion was to try the Hangouts app, not get rid of it.
