Bring a used Verizon phone online?

Got an HTC 8X that's been glitching like crazy.  Bought a Verizon HTC 8X off of a friend.  Reset it to factory defaults and then dialed *228 to start using it.  The call ends immediately.  With this message:

Can't connect

Can't complete the call.  Please check your cellular signal and the number, and try again.

The phone worked fine before.  Any ideas on what I need to do to get this to work?  Do I need to use the SIM from my original phone?

You don't activate 4G phones by dialing *228, you simply move your SIM card to the phone.  If moving the SIM card doesn't work, contact Customer Service or try activating the phone via your on-line My Verizon account.  If you need a new SIM card, they're free at your local Corporate VzW store or by contacting Customer Service.

And to pass on Power Down the phone when you remove & install and or replace the card,  handle the card with care as Sim Cards are very sensitive..

I had a devil of a time activating a new (but bought pre-owned) BlackBerry Classic. I popped the SIM out of my iPhone and stuck it in the BlackBerry, only to be informed that this SIM card was not compatible with the BlackBerry. This was via the online page for activating/changing devices. A quick call to Verizon CS and they had it sorted out. Something needs to be done on Verizon's end I guess.
