Phone: Droid MAXX
Issue: I'm constantly getting errors with "Message Not Downloaded, touch to review the message and try again", but whenever I do tap it, I'm taken to a blank message screen asking for an addressee and a message to send, so not only do I miss the message, I have no idea who sent it.
Its only become a recent issue now out of nowhere. I was getting my picture messages fine from my contacts, but suddenly they never download anymore.
My mobile data is ON, I've restarted my phone, I've turned airplane mode on and off, but nothing works.
How do I fix this?

I went to a Verizon store the other day, and the sales rep was able to send me a picture message, we have no idea what the problem was. He replaced my Sim card anyway. I can now get picture messages again.

I am using the default messaging app on this phone.
I am able to send texts as well as pictures, but sometimes pictures are not sent and stay in a "sending" state. This is happening more often now.
I am notified about these failed incoming messages in both on screen gray text bubbles (which will only sometimes tell me who sent it) and in the notification bar at the top of my screen. However when I tap to see why the message failed to download, it brings me to a blank message screen.

I'm having this same problem! I just did a factory reset and still can't get a picture message, so don't do that!

I have downloaded and used the messaging app, but my issue is still not resolved. I cannot send or receive messages containing pictures.
I am accessing these forums from my phone, and I cannot tell what is the "correct answer button", the layout and design is very plain, unclear, confusing and I have gained another problem: Now I am getting flooded with emails for every single topic replied to on these boards, and I have no idea how to turn it off.

Transferring to Message+ made things more frustrating. It now takes longer for messages to send, and if I do not wait for them to send, and back out of the window too early, many messages simply stay in a state of limbo, as if they are waiting for me to come back in order to be sent.

Nidonemo, lets take a look into the settings.
Go to Menu > Messaging then tap on the 3 dots in the lower right corner of the screen to Settings. Scroll down to Multimedia (mms) Messages make sure there is a check in Group messaging and Auto-retrieve, uncheck the other boxes for now. Then under Notifications put a check in Notifications.
Then scroll back up to the top and tap on SMS enabled and tap on Mobile networks, make sure Data Enabled has a check. Then tap on Preferred network type and select Global, leaving out LTE/CDMA & LTE/GSM/UMTS
Now check to see if that improves things.
