I have a MotorolaX 2 generation and I have not been able to send picture text while on a call. Is there a setting I need to enable to allow this? Because really I thought this was something that all smart phones were capable of doing.

It's possible with Advanced Calling enabled if available, but usually, pics go through as soon as the call is ended when making a non-AC call. You can use a data-based texting app like Hangouts or Verizon Messages, Textra, Handcent, etc...but again, those are data apps and count towards data use, except Verizon messages, which when used on WiFi doesn't count.
