voicemail notification not working on iPhone 4S prepaid

When my iphone 4S is off (prepaid plan) and a call comes in and leaves a message, when I turn on phone, there is no indication that I received a call or any kind of notification that I have a voicemail waiting.  Also, no sounds for voicemail alerts are working even though they are all turned on.  Is this just a prepaid issue?  Seems like an iPhone should work as a Phone, no?

Part 2 -- after searching and searching on Verizon website, found out someone else a year ago had same issue.  Since Verizon didn't help me, this person's post was perfect.  Cellular Data Must Be Turned On in Order for Voicemail Alerts to Work.  Hmm.  Would have been the first thing the Verizon people would have suggested.  Now with Cellular Data Turned On, voicemail alerts work and I know who left me a message.
