After uninstalling an app I cannot reinstall it.
Specifically, the New 12 NJ app.

Are you sure you uninstalled or just shut down the app? Do a system cache wipe and then go to the Google Play Store and try downloading again.
How to do a Ststem cache wipe:
Turn off phone
Remove the battery and reinsert.
Hold down the Home and Volume Up keys
Press and hold the Power button while still holding the other keys.
As soon as you see the Samsung logo, release all keys/buttons.
Press on the Volume Down to scroll down to Wipe Cache Partition.
Press the Power button to select it.
Press the Volume down button to highlight "Yes" and press the Power Button to select it.
Wait for a few minutes for the phone to clear the data.
Then press the Power button to select reboot system now.
Wait for your phone to reboot.

I went into application, selected the app, and then used the uninstall button.
The app icon does not appear in the list of apps now.

I'm not aware of any app that can be uninstalled while it's running. To uninstall an app I do this. Go to settings>more>application manager>all(scroll across above app list)>click on app to be deleted>uninstall.

I did nothing; waited a couple of days and then was able to re-install the app.
There must be a waiting time before you can re-install an app after uninstalling it.
