The phone rings for about 6 times and then, instead of able to leave a voicemail, the message "Welcome to Verizon Wireless but you call cannot be completed at this time..."

Let's make sure you are able to use your voicemail. Have you been able to use voicemail in the past? Did you recently make any changes to your account? We'll want to make sure you have an active voicemail feature on your line. To do so, you can check right from My Verizon.
