I generally like my Droid 4, but the user interface becomes increasingly slow to respond after apps update or when the device is searching for a network. The worst case was a few days ago, when I could hear the phone ringing, but it took 10 seconds for the phone screen to appear so that I could answer the call. This is unacceptable. The device's user interface should place the phone screen as the highest priority, and display it immediately regardless of whatever the rest of the device is doing. Is Google/Motorola doing anything to rectify this problem?

Software updates should make the device sweeter! I am sorry to hear that this did not occur on your most recent update. A properly working device is important. How much free internal memory is available on the device http://vz.to/1cae0L5 ? Have you tried a soft reset on the device

I have 6.33Gb available. I usually have to soft-reset once a day, because
I've learned that the device's response time slows the more apps that have
been updated since the previous soft-reset. I think the root cause has to
be the operating system design itself, as it doesn't prioritize UI response
over other actions, but should.
