This is happening to me too. Did you ever get this fixed? I am looking for a solution because I would prefer not having my card linked to my google account! I would just like one phone bill. It worked in early December for me, but then a couple weeks later it no longer worked anymore. I emailed google store support and they said it is an issue with verizon. I made a different google account and guess what? I could bill to my vz account with it. I want it to work with my regular google account though. Please look into this or if someone has a solution offer it up!
If I understand your concern correctly, the answer is no. You would have a balance remaining if you don't use all of the gift card.
For example, I gave a friend a $10 gift card. They hadn't previous setup any other payment methods in their Google Play Store account. They added the gift card to their Play Store and had a gift card balance of $10. They have since informed me they have purchased a couple of apps and still have a balance for future purchases.
Hi gophynna, Let's give you back the freedom to pay for apps the way you want! Let's try clearing the cache of the Play Store. Please go to Menu>Settings>Applications>Manage Applications>All>Play Store> Clear cache and/or data. Once complete go back and try to enable Carrier Billing again. Please keep me updated on the status.

I've done that time and time again with no success the only thing that works is to have a brand new Gmail account set up on the device and then I can only purchase within the first 24-48 hours. After that the account wont let me bill to Verizon, the option just disappears. Google said that it is an issue with Verizon and they couldn't help me. I have no blocks of any kind on my account and never had any. I don't want to keep creating a new Gmail every time I want to bill an app purchase to my account because then I need to know all of those extra accounts to have the app work or if I hard reset my phone to restore all of my apps I'd would need to log into multiple accounts. Please fix this issue Verizon.
After dealing with Verizon and google play for about a week (Not even joking...at least 6 phone calls to each department) They finally gave me the number to their Bill-to-Mobile people. Bill-to-Mobile sent a test message to my phone and got back ERROR 30033 So I called verizon with this error message only to find out THAT OPTION IS NOT AVAILABLE IN THE STATE OF NEW MEXICO. It would be nice if Verizon would mention these things, maybe even give those brilliant customer service reps a list of states their options will work in. But that's just me.
Anyway...if you cant bill-to-mobile and you have tried everything possible after a dozen hour long phone calls, try asking verizon if its even available in your area. I have given up on bill-to-mobile...I am going to set up a google wallet account and be done with it (if it will work)
