All the specs are the same for the Razr. They all use the same kernels and drivers. There is no reason if they gave certain ones an update and not the others.
Keep in mind Verizon honestly doesn't care if the manufacturers update the devices or not. They make money off the services, but since people will automatically blame Verizon for botched updates they want to test them first(which ends up taking the update to longer time frame). If the update doesn't happen it's because of Motorola.
This is by no means an official list, it's an Android blogger's guess as to which phones will receive it. Don't expect any official word from Verizon beforehand, that just causes too many problems of an update is "late". Then you also have to take into account whether or not the manufacturer is willing to put the resources into making the update.

No, Verizon does not put out official update lists, causes too many complaints. Occasionally a leaked internal document gives an estimated timeline, but I haven't seen anything relating to JB.
Just as a side note, version upgrades have very little to do with Android fragmentation (which is just a bunch of FUD anyway), it's just something Apple likes to promote because all their phones are on the "same" iOS version. Never mind that they prevent the newest features from working on older phones. Most apps will work on nearly all versions of Android (except, ironically, possibly the newest version, if the dev has not updated their app for it). The biggest issue devs have to deal with is varying screen sizes and components.

Oh, well I'm trying to determine if ANYONE would supply a realistic update schedule for the Spectrum. I'm not so interested in "fun" "rumoring". I'd wish this was all very factual, and I know I'm not alone.
Customers desirve so much more. LG Spectrum purchasers were told 2nd QTR by both LG and VZW. It's that simple.
Evidently there are many phones grinding on ICS upgrades. The problem appears to me, VZW is introducing far and away too many devices that require updating and do not have adequate resources to perform QA checks on the devices. They should slow new device introduction down, and take care of the high-end Androids already purchased.
The fact that they've set up a "space" already for the iPhone5 is a hoot to me as the phone isn't even available yet. You'd think, before they did something like that, they'd put one up specifically for LG phones.
Come on VZW, get in the support game.
I'm personally not all that interested in JB, just what was promised before I made my initial purchase. And I mean initial, because my first Spectrum died a road-kill death when it was driven over by another vehicle behind mine. I believed in the Spectrum SOOOO much, that I purchased an exact replacement. This was months ago, when ICS was supposed to be released already.
I don't think this situation is specific to VZW and LG products, but I don't think it should persist. It is a very customer-non-centric business model.

Everything is fragmented when it comes to OS. Not everyone with computers run the same OS. People still run Windows XP. Not everyone who owns a mac run OSX Snow Leopard or higher. It's the nature of code.
This is their schedule, and like with all schedules things do change.
