Here is the list of tests i recently did. The lowest one was 5K miles away
Currently I believe anything over 5mbps is good for 4G at it's infancy and expect those areas should get better. Radios and firmware do play a role as well.

Sadly so are mine. We get capped on upload speeds... Download speeds are OK but it is sad that a carrier can give you better speeds on 3G(HSPA+ is really 3G) and get blown out of the water when it comes to 4G speeds(Ironically Sprint is slower with Wimax, but still twice as fast).

That really isn't abnormal, my device does better speeds than my Time Warner service at home.. Basically this is why company throttle, at those speeds users will drop home service and tap the networks bandwidth..

If the Service Provider allows a faster access time and you change to a high performance router you would notice a speed difference only if the network allows the speeds but the issue I have is with Time Warners network restrictions.. Im in a location that the reception isn't strong so results are usually better when I am at maximum reception.
Desktop..... Horrible
TIME THE CHANGE MODEM AND REPLACE ROUTER BECAUSE I THINK ONE OF THEM IS HAVING ISSUES..
Called Time Warner and surprise the network was restricting my connection....
New Test... Upload is still crappy but that is Time Warner, they restrict to avoid a user setting up a server at their house... Hey free service for 2 months, I am good for now..
