What does this mean on my bill?

      Bsp Unlimited Plan $59.99

      $59.99 monthly access charge

      10 monthly general allowance minutes

      $.69 per minute after allowance

This is for a mobile broadband pc card plan.

Is the above saying I have unlimited, but only for ten minutes?

Maybe one of you have seen this on your bill?

If so please tell me what it means.

You're on an unlimited wireless broadband plan, which is an old plan.  It's likely that at some point the system awarded your line 10 bonus minutes at random, or that the system is reading the wrong information on your plan, since it's an old plan that's not available anymore (aka misprint).  Customer service should be able to verify that.
