I had the same problem when I was activating last night. Called CS and they hadn't changed my pricing plan even though my receipt showed that they had. She changed the plan and my phone activated! Maybe that is the problem? Either way try calling CS, the woman I spoke to was extremely patient and helpful!
The exact same thing happened to me. Verizon did not change my plan over from my family's SharePlan to my new individual plan, so I called CS and they switched it over in 10 secs. (Except it took 10 mins to get someone on the phone b/c it was at 6 PM EST last night when everyone else was getting home from work, ripping open their packages, and calling Verizon lol).
Call Customer Service, that's probably the issue. I've seen other people on the boards saying the same thing.
