I don't know how much the "app" costs, if there even is one...I just use text messaging to connect with my FB account...limited, yes, but no data is required and I have unlimited texts. I can upload pics, make comments, update my status, get status updates from those I specify.
To use an app and actually log on to your FB account with your phone would require a data plan, and it may be as simple as logging in to m.facebook.com with the phone's browser. I think the new KIN 1 and KIN 2 phones coming out have a FB (as well as other social networking "apps" preloaded, but they also require the $29.99/month data plan.

The apps themselves do not cost anything. But when using the apps, there may be a charge depending on what, if any data plan you may be on.

Budone is correct! There's not an actual charge for the Twitter or Facebook app. It all depends on the type of plan you are on and how many kbs and mbs it'll use.
