Why can't I receive calls or text on my insurance replacement?

MY PHONE GOT WET, MY INSURANCE THROUGH VERIZON SENT THE SAME PHONE. I PUT OLD SIMS CARD IN AND EVERYTHING WORKS BUT I CANT CALLA TEXTG OR RECEIVE CALLS ORT TEXT
