Is deactivating the same as unlocking an iPhone 6?

We recently purchased a new iPhone through Apple and deactivated our old iPhone 6.  The iPhone 6 was purchased through apple and we currently do not have a contract with Verizon.  Is there anything we need to do to "unlock" the phone to resell the phone to a person who may have a different cell phone service provider?
