I'm in British Columbia, Canada for university and although I have a plan that should give me cell service in the USA and Canada, I can't get a signal most of the time. I just upgraded my software to iOS 8.4.1 and have had this problem ever since. I've already tried restarting the phone, a soft reset, and turning airplane mode on and off.
Before I upgraded, I was able to text and call with no problems.
When I first moved, I had the same problem but it seemed to resolve itself within a few days.
Any ideas what's going on?

Try removing SIM, leave phone off for a while then restart with SIM back in.

Settings > Cellular > make sure Roaming has voice, data, and international CDMA turned on

Actually, make sure International CDMA is turned off. Canada is shutting down CDMA, and I think it is completely shut down in the BC area. When I had to go to Canada in the last few months, I had to have CDMA off, and connected to GSM network.
