The marketing material states that the 5 works in 220 countries out of the box.

Are France and Germany two of these countries?

Is work defined as voice and data or just voice in France and Germany.

How about data in France and Germany.

Yes, France and Germany are included  in the 220 countries. It also includes data. It is HSPA+ for sure, but not so sure where or if you would get LTE.

is a good place to see Verizon's coverage internationally.  

Caveat: The GSM maps assumes you are using the Verizon GSM or GSM/LTE sims, and reflects partnerships the company has with other carriers.  If you get the phone unlocked, and use local SIMs, you can get coverage in areas not shown on these maps).
