The old fashioned way. No electric, no signal to send location.
In the future, there is a setting in iCloud / Find My iPhone and turn on "Send Last Location". For some reason Apple has this off by default. With this setting on, the phone will send a last location whe battery is critical low.

CarrieBrunscher, I apologize that you lost your device and since there's no power on the device there isn't a way to locate the phone. Did you have insurance on your device?

I foundmy phone on 4/19/16. I have insurance on it through our home owners
policy at Farm Bureau.
