Firstly, if you have no find-my-iPhone app installed, or believe the phone is dead, and have tried to call it to see if someone answers it if the battery still has any charge, if you did all that, call Verizon to report it stolen. At this point I'm sure someone has picked it up. Have you called the airport's lost and found? Usually, if it is found and someone is honest, they will try to call someone in your contacts, or at least try to call your listed number and leave a voicemail hoping you check your VM. Time to report it lost, have it blacklisted, and hopefully you have insurance.
