Can't send or receive text messages from some people.

I can't send or receive text messages from some people.  Some are Verizon customers and some aren't.  They also can't send me text messages.  When I try to send I get a Not Delivered message.  I have their full 12 digit phone numbers and have tried deleting them from my contacts and re-entering.  I've also tried texting them from both work and home and wifi...still no success.  Help!

I have a similar problem and have tried all of the similar steps to correct this issue but to no avail.  Please see my recently posted message about an ATT&T phone not receiving my texts.
