iPhone 4S "unlocked" for International Use says Sim Not Valid

I bought an iPhone 4S recently which was unlocked for international use, however when I inserted my Vodafone sim card which works on another unlocked, identical iPhone 4S, it didn't work and displayed Sim Not Valid. I rang Verizon who told me the device was in fact unlocked and then I went to the Apple Store who also said it was unlocked. I have backed up everything on the phone and reset the phone however it seems as if the phone is still unlocked.

Does anyone know why the device will not work with the sim card?
