Where do pre orders begin

So every time I try to pre oder by logging in and or just clicking the link nothing comes up. For incredible of iPhone 4. What do I do to pre oder iPhone 4s. Login and keep refreshing to upgrade page to see if available... what the.................................................

I ended up getting it. About 3 minutes to 3:00am easter time. There was still no pre order button, the 4s finally popped up on my upgrade page with all the other phones. Which it previously did not. Now  I've looked and it shows a pre order button.

Me too!  Verizon's site was ready for pre-order about 5 minutes before 2:00 Central time, too.  Couldn't have been smoother.
