I bought an Iphone but I dont have data plan on the line that I want to use it on, do I have to sign a new contract in order to make it a data plan .............................????????

You don't need to sign a new contract. You just need to add a data plan (as mentioned, your options are from the new tiered plans since unlimited data plans were eliminated a few weeks ago). Under some circumstances you might have to change your calling plan but you will be told that by the Verizon rep if it is a must.

I could be wrong, but I don't think you need a contract if you already have or pay full price for the phone (think of a contract for a cell phone like a lease for a car, you sometimes pay a downpayment depending on the phone, then you pay off the rest monthly)
If you don't currently have data on your plan, then you will need to add it to your plan, being that you don't currently have a data plan, you will be unable to get the unlimited data plan as Verizon just dropped it, I am not sure on their data tiers though
