Making/Receiving calls on 4GS?

Anyone else having problems making or receiving calls on their iPhone in CA?  It happened a few weeks ago when the LTE network was down, so I'm assuming that it's related...

I don't think it would be related to the 4G network going down, the iPhone 4s doesn't support 4G

Even if the iPhone was a 4G phone, 4G LTE is only used for data transmission, not for voice, voice uses 1x, the problem is most likely the phone itself or the 1x voice network
