Yes, it makes it where you can access your camera quicker (but you will get a message telling you that you need to unlock your phone if you try to access your photo album from within the camera app while using this feature) and your music. As mentioned earlier and by Tidbits, you can make this option come up at any time by double clicking the home button when your phone is locked also.
